I've been told that strafe jumping and circle jumping actually apply more power into your swings, allowing you to break defenses more easily.
Is there any merit to this? I thought it looked like this was true, but I've never seen it proven.

Well, Yes and no. Speed in general affects ability to break defense. Strafe jump adds speed, so it does increase that chance. The actual technique doesn't affect it, just the fact that you sped up.

Is it just horizontal momentum or could falling give the same effect? And does it apply to everything? (i.e. Force Speed)

Yeah it applies. But falling is a fairly consistent speed unlike strafing, so youd be hard pressed to get enough momentum that way to make a difference, unless you are accurate enough to hit someone after jumping off the sniper tower in Taspir.
